Canada's New Sanctions on Iranian Universities: Scientific Limitations Persist Despite Previous Sanctions Expiry

In continuation of restrictive policies by certain countries against Iran's academic institutions, the Canadian government has recently imposed sanctions on a list of Iranian universities and research centers, including Sharif University of Technologyand Shahid Beheshti University. This move comes despite the expiration of a previous 10-year sanction period against these institutions, during which an improvement in international scientific cooperation was anticipated.

According to Canadian officials, these sanctions aim to "prevent the transfer of sensitive technologies" and include financial restrictions as well as bans on research collaborations in fields such as artificial intelligence, quantum sciences, robotics, aerospace, and medical technologies. Under these measures, Canadian universities and companies must ensure they are not cooperating with the sanctioned institutions before receiving government funding.

Dr. Mohammad Reza Rahmati, former president of Shahid Beheshti University, commented on the impact of these sanctions in an interview:

The recent sanctions have not only hindered collaboration with Western countries but have also created obstacles in partnerships with neighboring universities. We face serious challenges in transferring funds for joint projects or receiving international scientific awards.

Meanwhile, certain foreign media outlets, including The Guardian, have previously published unverified allegations regarding collaborations involving Sharif University of Technology, creating a negative media narrative against Iran's academic institutions. Analysts argue that these sanctions are more politically motivated than based on credible scientific evidence.

Despite these restrictions, Iranian universities continue to advance by leveraging domestic capabilities and expanding scientific collaborations with non-Western countries. However, experts emphasize the need for stronger diplomatic strategies to mitigate the effects of sanctions and enhance Iran's international scientific relations.

It appears that, despite years of scientific sanctions, Iranian universities remain under political pressure, highlighting the urgent need to redefine Iran's scientific diplomacy on the global stage
