Resolutions of the Scientific and Technological Committee
First International Congress on Overcoming Scientific Apartheid
The resolutions adopted by the Scientific and Technological Committee of the First International Congress on Overcoming Scientific Apartheid are as follows:
A. General Provisions
Registration and submission of abstracts and technological project proposals must be conducted exclusively through the congress website (ICOAS.org) after obtaining a username and password via the personal portal. Submissions sent via fax, email, or physical mail will not be considered.
Abstracts and technological project proposals must be submitted through the congress website to the Secretariat. Following peer review, selected papers and projects will be announced.
Abstracts and technological project proposals are accepted in both Persian and English.
Selected papers and projects will be evaluated based on:
Quality of the research abstract.
Innovation in methodology and adherence to research ethics.
Compliance with evaluation criteria outlined by the Review Committee.
The Scientific and Technological Committee holds sole authority over decisions regarding acceptance and presentation formats of submissions.
Note 1: The submitting author must complete and attach the Commitment Form during submission.
B. Submission Guidelines for Papers and Technological Projects
Only abstracts (not full-text papers) should be submitted via the designated portal on the congress website.
For technical inquiries, contact the congress coordinator via email or phone (provided on the website). Responses will be issued promptly.
Mandatory Information:
Mobile number and email address of the submitting author.
Full names and institutional affiliations of all authors, including supervisors and collaborators, as stated in the research proposal.
The submitting author bears full responsibility for:
Notifying co-authors of submission status.
Ensuring the scientific and linguistic accuracy of the content.
Any proven ethical violations (e.g., plagiarism, data fabrication) will result in immediate rejection and formal reporting to the relevant university’s research department.
Abstracts must reflect completed research with definitive results. Phrases such as “results under investigation” are strictly prohibited.
Grounds for Rejection:
Non-compliance with abstract structure or word limits.
Missing titles, author names, or institutional affiliations.
Incomplete or missing Commitment Form.
C. Abstract and Technological Project Preparation Guidelines
All submissions must include:
Title of the paper/project.
Full names and institutional affiliations of all authors.
Name of the supporting entity (e.g., university, student research committee, research center).
Note 2: If a paper/project is accepted, certificates will be issued only to the presenting author, with co-authors listed.
Note 3: Students may submit both a paper and a technological project separately.

Guidelines for Submissions and Ethical Considerations
Articles Addressing Apartheid
All articles (whether accepted or under review) that explicitly address themes of apartheid—particularly scientific apartheid—must be submitted in abstract format for evaluation.
Articles Subject to Arbitrary Rejection or Retraction
Articles that have been arbitrarily rejected, retracted, or marginalized by journals due to their Iranian origin or without substantive justification must include:
A formal email correspondence from the journal(s) in question.
A compelling justification outlining the context of rejection/retraction.
The full abstract of the submitted article.
Sanctioned Iranian Publications, Journals, and Domestic Products
Submissions related to Iranian publications, peer-reviewed journals, or domestically produced innovations (e.g., pharmaceutical samples, technological prototypes) that have been denied international accreditation, indexing, or approval due to sanction-related restrictions are eligible for review.
Misappropriation of Intellectual Property Due to Sanctions
Articles, innovations, or products whose intellectual property rights have been exploited or disregarded due to sanctions must provide:
Evidence of ownership (e.g., patents, institutional certifications).
Documentation of sanction-related barriers to international recognition.
Submission Requirements
All claims of academic marginalization, arbitrary rejection, or intellectual property violations must be substantiated with verifiable evidence (e.g., rejection letters, patent records, correspondence with international bodies).
Submissions lacking documentary proof will be excluded from the review process.
